Use the astro bot to create civ vc's in discord so it's a lot more tidy and there is more vcs for FNP, Mini-ops. etc

Thread Moved to divisional suggestion.
Unfortunately at this time, we do not see a need to move civs vc to the astrobot. We currently have more than 6 vc available for use, and it has been working absolutely fantastic so far.
