It won't stop taser abuse, it will just add extra realism for those that are willing to do paperwork and actually roleplay. Tried to suggest it in the past, Command didn't like. They could introduce it, but as an optional thing. Don't see the issue with it being optional.
It's not an official tactic used. As you should be more than aware, stinger/tpac are the pre-emtive tactical options used. You can also do pre-emtive contact (idk if pmp does that, but it can be used irl.)
In theory, DSU don't hold the correct tickets to do pre-emtive boxes with traffic anyway...

Just my opinion, but I don't reckon their is many offender who will use motorbike to transport firearms or do firearms related crime. Majority of the time, a vehicle will be used. Firearms also have limited tactics on motorbike aswell. Firearms would probably look at stinging the motorbike then...
Armed Tactics realistically are;
Compliant Stop - officers will pull the vehicle over normally. This is used when there is limited intel of firearms on board.
Natural Stop - when the vehicle approaches a red light or a place where it can stop on the road, the ARVs will box it in.
