Suggestion Title: CivRP Announcments in game

Division: Aux - Civ Roleplay

With 101/999 Calls when in game if control isn't active then Civ Actor must put through text chat. In someway's this could avoid some potential meta gaming with police etc not knowing who they are responding too while control is inactive. Im not sure on scripts and interaction within LSPDFR but i think this could be a great addition to aiding RP within the server acting as an "offline" control. I understand that CAD can be accessed out of game as can TX admin is there a way CAD can talk to TX and Dispatch through TX messages instead/meantime.

I believe this is a reasonable suggestion and will be moving it to accepted pending dev review. the dev team can then look into the suggestion or maybe work on something with the same effect to work alongside CAD.
