Suggestion Title: Fully customisable vehicles

Have the ability to fully be able to customise your vehicle’s including colour of tire rims and neon lights, and possibly custom number plates

As much as Civs would love this idea and would be great to increase the customizability of our vehicles, We have previously checked with the Devs as to how feasible this would be to carry out and it appears it would need a complete re-write as to how the server works. We fortunately have the "/vehicleCustom" menu and could look at increasing the options in that in the future.
However at this time I'm going to be declining this suggestion on behalf of Civ Command - Thanks for the suggestion
