i think drone should have unmarked car if there on a scene for example uco strike the civs wont recognise the car

Surely the Drone unit can just park a block or two away, in some alleyway hidden away, and fly over the drove?
Or do you need to be in visual sight of the drone to operate it, I'm obviously not familiar with police drone operating policies.

Technically you are always suppose to be in light of sight of the drone (meaning you must always see it) and I believe they are not suppose to leave their vehicle, BUT, regardless of the vehicle being marked or not, if you are a criminal on the run, see a drone and a done pilot your gonna go hide
 
Training involves discreet launch of the drone, finding a launch site away from the scene with no ELS. The drone is so noisy so in reality civs will know regardless, its just good RP.
 
I agree with @willrunci on this one. I don't think an unmarked vehicle would provide any advantage, given that the drone's range has already recently been extended by the devs to 2400ft (around 750m).
The training does show you to park in a hidden/secure location, and there is no specific need to have a line of sight to the drone.
If you really want to use an unmarked vehicle, we do allow you to use other cars via the tac ops (or other subscriptions) garages (provided that they are not specialised for divisions such as AFO/DSU/etc.).
