Suggestion Title: PAVA Training before taser.

Personally, from what I see officers are more comfortable with using PAVA instead of a taser as a taser trained officer should know how to de-escalate a situation as using a taser is a last resort realistically if you've got time to de-escalate the situation you need to do it. As a taser is a incapacitating device not something you would use at every scene.
