Suggestion Title: CAD System

I was thinking to look at adding more options for paperwork on the CAD System. This could be a stop and search form or even an arrest form for if Custody is not active. This would be nice to have because it is on the civs record and it can assist them if they are wanting to progress in a case or it can be there so if another Officer stops them, they're aware of what previous offences they have committed. The paperwork can be optional as I know not everyone would like to do it.

+1 Love filling out TORs would be more beneficial if we know that they have had prior interaction for a similar offense.
