Suggestion Title: FIM + Duty Control Room

Due to the very minimal amount of FIM, I think the role FIM should have access to the duty control room and we can ONLY access it when theres large incidents and we need to communicate with other command members by other means of radio if the channels are full or the communications are severely busy.
I think this could be used/trialed for a few weeks to see whether its effective or makes things worst in terms of communication and coordination. And any misuse of the access, such as sitting in there for no reason (since we wouldn't normally have access) would leave you with a warning or your permissions get revoked for the channel.
Was talking to a few other FIM trained control members and a sgt and they think it would be helpful so maybe it could be looked into as a trial phase
