Maybe use the https://albo1125.com/fms it is very detailed with discord/teamspeak and fivem integrations. Detailed cad with live map and updated calls with civs and units. Also with an administrative system for applications and just for admin things

back in the day before gta5, i was with a gtaIV police community and they had something simular, it was good because you could use your phone to go on duty and do other things like reg checks etc.
