It would be great to implement a system that works similar to the breathalyser to help with vehicle interaction at traffic stops. for example Tint Measure, Tyre tread depth, and Exhaust Decibal reader (for loud exhaust). and the civ can put in the result.

1 or 2 or all these options can help with civ and police Interaction
