When you are new to the server, you should be able to go as a beginner civilian, such as just being able to do bread and butter calls. Would be a nice touch like how we have PCSO and student LAS. Then as you get better at being civ, you can advance to do more serious calls like FTS and Major Incidents.

I will allow civ command or SM to reply with a formal decision.
But the civ role is highly trusted and comes with strict guidelines.
Therefore allowing it to be accessible for new and untested players in our server would end up most likely being detrimental.
