Suggestion Title: PaDP - Auth to deploy.

Hello,

I was wondering if we could implement an auth system, where Sgts. or OFCs could authorise the deployment of PaDP at a lower requirement, instead of the 4 AFO that are needed to be online. This is because occasionally it can become hectic at the diplomatic buildings or residences, and utilising PaDP is very necessary to ensure it stays safe. I have created an example below...

**Request for Deployment:**
Area: 10, Downing Street (699)
Reason: lots of people crowding outside Downing Street - three sighted with possible bladed articles.
AFO Online: 2
Deployment Time (approx): 30 minutes
