Suggestion Title: Tracking - Map visibility

This might be a stretch and unsure if it is do able.
The suggestion regards allowing DSU to see CIV on the mini-map with an introduction of a seperate "Track Player" option for that role.
Additions to this could be allowing; DSU to only locate players within a certain radius of there location, this gives CIV the chance to escape allowing fair roleplay scenarios.
- Possible pings to the DSU every X ammount of minutes on the mini-map controlled by CIV as a reveal location for DSU allowing multiple CIVS to be in an area, careful consideration would the need to be used for who the actual offender would be in that area.
- Ping colour could be the same colour as Police to replicate confusion for Tracking if to many Officers are contaminating the area.
This function if it is possible would add an extra bit of engagment to the DSU role and allow for more RP scenarios.
