Suggestion Title: TPAC Driver level

Division: MET - RTPC

In regards to TPAC Trained units. IRL TPAC is not a driver level per say, its a ticket you gain but doesn't count as a level. EG You are an Advanced Driver who is TPAC trained. Just brings more realism into RTPC / AFO
