Suggestion Title: Parameters Command

With the addition to the ECG being added to the vehicles, I was thinking you could add a command like the /breathalyse where it could be /vitals and it would do an animation of attaching pads to someone or something like that then pop up with a UI for Civs so they can input the correct information. It could have place holder so they know what to type.

Hi Zidan,

I do believe this is a feature that will exist with the ECG (provided once it has been fixed by the DEV team). Therefore I will decline this suggestion for that reason.
