So I am suggesting a complete rework of the fail to stop and pursuit procedure that we have in the server. My source is a primary source from a freedom of information request from 2018

The majority of police pursuits start with an officer forming the intention to stop a vehicle and / or its occupants, either as a result of observed behaviour or as a result of intelligence or information received. This will be followed by some form of intelligence gathering, dynamic risk assessment and an attempt to stop the vehicle. If the driver fails to stop, continuing to maintain contact with a vehicle in these circumstances is described as a Pursuit. Following a failure to stop, a pursuit is divided into two phases, the Initial Phase and the Tactical Phase.

The Initial Phase will begin as soon as a vehicle fails to stop for police and the police driver will now be deemed in pursuit. Officers should seek authorisation for their decision to engage in a pursuit from the Met CC Supervisor at Lambeth and the police driver is responsible for ensuring that the fail to stop is immediately communicated to Met CC and for seeking permission to continue to pursue. It should be recognised the time available between recognising the need for action and the deadline for taking action maybe too short to acquire the control room authority. In such cases officers may self authorise and justify the decision at a later time in line with the NDM. The Met CC supervisor must then be notified by either, the police driver, vehicle operator or Met CC - Operator in order for authorisation for the pursuit to continue. The police driver will be asked for the pursuit considerations information outlined in Initial and Continued Authorisation to Pursue. The police driver or vehicle operator should specifically ask “Do I have authority to continue?” The Met CC supervisor will carry out a risk assessment based upon the information provided. Authority will either be granted or declined at this stage for the continuance of the pursuit. It is vital once a decision is made to continue or discontinue a pursuit, the driver is made aware, and this is communicated as soon as practicable and the decision is acknowledged by the driver and the driver’s acknowledgement is recorded on the CAD by the Met CC operator. Should continuance be authorised any risk assessment will be continually reviewed by those in the vehicle and at Met CC Supervisor throughout the whole pursuit in the light of changing circumstances. Should a decision from the control room not be forthcoming regarding authority to continue a pursuit the driver should terminate, unless officers can justify self-authority to continue a pursuit using the NDM. Only currently qualified and authorised (REDACTED) Drivers in suitable vehicles as outlined in Vehicles that may conduct pursuits will be permitted to be involved in the Initial phase. The Tactical Phase will only be undertaken by currently qualified and authorised TPAC drivers, driving suitable vehicles. The tactical phase will be declared by the Met CC Supervisor over the radio once a TPAC driver is behind the subject vehicle and the police driver is aware of the following: • The Pursuit is Authorised • The Driver or vehicle Operator has verbally declared who will undertake the role of Pursuit Commander. Once this criteria has been met the pursuit will move into the Tactical Phase, where the options for bringing the pursuit to a conclusion will be decided. The assistance of a Pursuit Tactical Adviser must be sought.


So if we break this down:

For IPP this means that if they initiate a stop an the vehicle and it fails to stop the driver is to relay pursuit considerations to a control room commander who'll make the decision onto whether the pursuit should continue. Once the "Authority to continue" has been granted then TPAC then makes way

The first TPAC driver or the most senior driver once on scene will assure the "Tactical Pursuit Commander" and the pursuit will move from the initial pursuit phase to the tactical pursuit phase. As soon as the Tactical commander is chosen the tactics are all authorised through him with assistance from a pursuit tactical commander who is also a TPAC driver who has completed a pursuit management course .

Changes to IPP:
IPP will need to be taught Pursuit driving as they will be involved in a pursuit. They must also be able to communicate a dynamic risk assessment to a controller who will then decide whether to authorise the pursuit. The driver should then remain on the pursuit ready to take over from TPAC encase the tpac vehicle becomes immobilized.

The document I reference also mentions vehicles suitable for the IPP stage and these include vans however after the completement of the IPP stage the driver must stand down. In addition IPP cannot pursue motorbikes or quadbikes however they can still attempt stops on such vehicles.

This would allow for a much needed rework for IPP and also help to improve the realism of the server and increase the overall immersion. More responsibility will also be placed on these individual.

TPAC will no longer need to seek authorisation for the pursuit to continue as once a "Tactical pursuit commander" is appointed the pursuit will be under the control of them and the pursuit will move into the tactical pursuit stage

When it comes to pre-emptive stops it will remain similar to how it is in game with the only change being that tactics again will be authorised as soon as a "Tactical commander" is appointed.

This suggestion is something I'm very keen to push as the server has dropped recently with the standard of IPP varying massively. It would also mean that IPP drivers have more to think about and also be more of an exclusive role as well as a respected one.

I think this is a great idea to bring us more in line with realism and also give more responsibility to and trust to IPP and TPAC drivers which would greatly increase efficiency within the division.

Massively agree with everything. Would make standards be higher and make things more realistic and enjoyable for users! +1 for sure!

Implementing DRA for IPP would make life easier for everyone - Control, SGTs and TPAC assets. Good Suggestion
