Declined Release handcuffs for mods.

When talking to someone in a mod capacity or if someone goes round handcuffing when they shouldn't be we (mods) should be able to have a command to release ourselves from the handcuffs. As it stands someone else has to be called. Unless there is a command I'm not aware about.

Obviously this command wouldn't be used during any scenes etc (Like any other mod abilities).

If you get cuffed I think if you F1 change character it drops the hand cuffs. ( not 100% sure but confident it does )

9 times out of 10 this has worked for me
