Do you just mean the blue stemstop? If so, it's pretty pointless and probably won't even be noticed as much.

Personally I don't think this will be used by very many people, I've seen this phased out of a lot of forces (probably through updated policies) as it does look quite unprofessional. Also from a technical point of view, you want the areal to be clear of as many obstructions as possible to allow frequencies to move freely - something a rubber stemstop restricts (only slightly)
