100% agree with this. however Maybe disabling it on a vehicle level rather than divisional level. For example make it so that HART Offroad, LFB Offroad, AFO SUVs, RTPC SUVs, ERT Rural vehicles are able to go off-road rather than allowing the whole division to.

This is already the case in pretty sure. Only divisions trained in the use of Spikes can get spikes out of select vehicles. And when you say “get spikes from any vehicle” that wouldn’t make sense because then you would be able to get spikes out of carriers / vans and cars not suitable for spikes.
