Suggestion Title: Civ Perms

Civs Should be able to access Custom char for Helmets to say for Bike FTS as i only know 3 peds that have helmets which Mean i can't use a variete for it so to play as
if thats not able i believe Civ could make a Role or Perm for
example "Customchar " so we can acces Customchar as a Trusted Civ to say
so only Trusted Civs may recieve this without being a Senior Civ as theres a limit to Senior Civ
this could Enhance Civ a bit more

Thank you for your suggestion. We totally understand the frustration of finding a suitable ped to be able to have auto helmets on. However we do not think this will be applicable, as hats/helmets are a category on its own in customchar, having perms to that would also allow access to other items as well, which only senior civs+ can access. (ie: police/lfb/nhs hats/helmets).

In addition, there only 3 motorcycle helmet models that are available for senior civs to use.
