Suggestion Title: Civ Radio Channels / In game Mobile Phone Substitute for Radio

Division: Aux - Civ Roleplay

This might be a slight long shot because we already have CivRP VCs in Discord.

However, having in-game CivRP radio channels (or a separate radio) would be beneficial due to the following:

If Civs got some extra radio channels:
The Police would know when the Civ is communicating with others.
The Police would also be able to hear what is being said, as long as they are close enough (can use the whisper, normal, shouting voice features for this also)
Stops Civs metagaming of sorts by giving information through VCs such as where police are taking them or where they're moving (because the Police would be able to indeed hear them and so would make it fair)


EXTRA Idea, If Civs got a separate radio:
It could be designed to look like a mobile phone.
Alongside this, the emote could possibly reflect this by doing something similar to the /e phonecall emote.
I would be immersive for Police for the original points stated.
Stops/discourages Civs from entering police radio channels to listen to tactics and whatnot.
Perhaps UCO could utilise this by tapping phones if wanted.

Drawbacks:
Stops Civs discussing plans about the scene privately. However, planning should be carried out before the scene is started for example at Civ Spawn or could talk freely on the mobile phone before any encounter with police. Also if mid Police interaction, a simple Discord DM can suffice for updated information.

Hi Requan,

Thank you very much for the suggestion within Civilian RP. We have at current 7 VC's (including Senior Civilian and Command VC). Due to this reason I am going to decline this suggestion, feel free to suggest again at a later date.

Just to pick on a few poitns mentioned;
Civs should not be using the radio and if found or caught would be dealt with accordingly.
IRL Police wouldn't be able to listen in on Joe Blogs criminals doing a pickpocket/theft/fail to stop etc.. etc..
Throughout certain scenes we may use a radio to communicate with the police IE a Hostage situation.
