Suggestion Title: Mini drone

Division: Aux - Civ Roleplay

CIVs to have the option of using a 249g drone (when trained). Can be used in all types of scenes. The training can be done by CIVs + or flight ops.. The 249g drone is legal to takeoff and land in any public space and doesn't need a license.

Thank you for your suggestion, however this was raised multiple times before and unfortunately the disadvantages of having a civilian mini drone out weights the benefits, and we do not see any RP value of having them apart from being able to utilise it for trespassing airspaces, or using a drone for a more passive rolepley Moving this to Declined
