Suggestion Title: Require all Civs to book their characters in the CAD system

Require all civilians to register their characters in CAD before starting a scene or leaving the civilian base. Far too often, I pull over civilians or catch them after they flee, and they say they are not in CAD. I think if all civilians had to be in CAD, then we would get to know certain civilians' reputations. Adding a ticket or a warning to their profile in CAD would mean something and change how we deal with them when they have another run-in with the police. CAD adds a lot of realism to the RP experience, and I would like to see it being used more often besides the occasional 999 from our Control Operators.

All civilian rp actors are meant to have all characters on cad already... I will remind all civs of this today as its meant to increase interaction, investigation and involvement... thank you for bringing this to our attention I will work to correct this with all civ rp actors

I have reminded all civs to book onto cad and will now remove the thread to declined suggestions as its something already in place
