Suggestion Title: Senior Civ Auth - Protests

Hello Civ Command.

I have noticed recently that there are quite a lot of Protests happening. I think a Protest should need to be Authorised by a Senior Civilian+. No matter how large the protest is. I believe it is slightly unrealistic & boring with how many of the same type of Scenes/Protests are happening over and over again.

Real quick one Lewis. Protests have to be submitted through local councils so the police would have good notice of a demonstration. Anything without a submitted requests are illegal and can be dealt with accordingly
