Suggestion Title: Vehicle interaction

As a civ having the ability to tamper with cars for example being able to cut break lines, open the bonnet and put a body bag in the boot I feel would further enhance the imersive rp extending the scenes created by civs and adding a whole new element for emergency services to be aware of for example if their was a way to "cut breaklines" so that a vehicle then has no breaks this can be used in multiple aspects of scenarios involving not only the emergency services but the AA

This is something Civ Command also agrees would be a tremendous upside to the division and would really benefit RP factors.
However, the execution of this would be in the hands of our trusty developer team so I will be moving this thread over to the Pending dev review section to see how feasible this would be
