Suggestion Title: Weapon Licence record on CAD

Hello. I have put this under CIV, but its kinda an AFO one too.
When doing firearms calls, AFO often check if we have a firearms licence, and the details of it, such as expiry, what it covers etc etc.
This has to be done via /me, even if the character is on CAD, which can sort of slow the process down, and it isnt as immersive.
It would be super cool if CIV's could add a record, just like how we add driving licences, medical records etc, for a weapons licence. That way, AFO can find any licences on CAD instead of using RP chat.
