Suggestion Title: Add new HELIMED helipad

Division: Aux - NPAS

I think adding a new helipad close to one of the hospitals in paleto or sandy shores would improve RP. It would decrease response times for helimed and therefore also encourage more civs to do scenes in these areas for HEMS.

Hello, Jaron/Beatz,

I'm too in favour of this suggestion, This would allow for quicker response times too/from Sandy Shores, It would also not take away from NPAS being able to land or take off from Sandy Shores Airfield. This suggestion would mean that we could have a Helicopter Stationed at Sandy Shores, Crewed by a Helimed Pilot and CCP.
