Suggestion Title: Advance Helicopter Bucket to assist LFB on fires.

Division: Aux - NPAS

It would be great to implement a water bucket for Helicopters, for LFB scenes.
As flightops is a support division, believe this will give an extra utilisation of the division to assist LFB in difficult and hard to reach fires.
