Pending Divisional Review Civs having phones

The reason i want civs to have phones, is for when CID investigate and get into the phone they can find evidence of text messages etc. there could maybe be preset of what exactly is found in the phone.
Also in cases where CRO would be deployed it would be nice to call them from a phone instead of opening radio channel as it gives that extra realism.
Maybe this way CRO could be deployed more often? I’m no sure but if it’s possible i would very much like it for civs.

To add on to this, it could be smart if you could call emergency services like motorways for non urgent calls like a car broken down, can be limited to what divisions can be called up for your discretion. This can only be done when control isn’t active IMO
