Suggestion Title: Allow College Trainers to remove PC/LAS roles if they fail practical instead of waiting for a Head Trainer

So, as we all know, sometimes college trainers need to remove someone from their training, however, at moment it's only deconfliction and crusade, if both of them aren't available, sometimes the user terminated can create drama in the game, It's a very trust worthy perm, however, I believe College Trainers are trusted enough to do that. I don't expect this suggestion to be accepted but we will see.

Unfortunately, this is not a permission we can distribute to Band 1 Trainers. There are other methods available to you, which I have posted in the College Training channel, that you can utilise to have roles removed. Therefore, this suggestion will be declined.
