Pending Dev Review Fire: lfb: foam water monitors

i just wondered to you think it would be good if we add a foam option to water monitors so we can more effectively fight chemical fires and bigger fires too.

I am going to move this dev review as this would be extremely handy for the extreme chemical fires when we have lack of resources. Unless clock fires will be reworked to this
