Add H.A.R.T Division in the NHS to alleviate the pressure on LFB

Im currently writing this suggestion when LFB are tied up at a scene and theres another scene with a trapped police officer

This would enhance RP, open up the opportunity for NHS Paramedics to go for a more specialized role other than advanced paramedic.
