I like this idea, would make negotiation easier and more non lethal options.

I'd love it if they arced, the sound of the discharge of barbs needs changing too I think rather than it sounding like a defib recharging

Watch this space, there is some work ongoing around taser improvements following the introduction of the taser training. Some of the ideas will likely come into effect. No ETA at the moment on the implementation though.
