Suggestion Title: Weapons markers, More unpredictability

Division: MET - AFO

Maybe the AI weapons markers could have weapons in them. Currently, they never have anything and there is no unpredictability.

Maybe sometimes, they could get out of the car and shoot or do something "interesting"

Is it possible to add a higher rate of items/illegal found on ai vehicles? Im not sure on % but so far I don't think we have found single weapon in a vehicle, which perhaps deters the encouragement for fsd etc to be called upon/arrive just one example but im sure drug markers etc can be the...
