Suggestion Title: Add a basic CCTV, ANPR hits self-learning package

This suggestion is focus to add a self-learning package about the basics of using CCTV and ANPR hits, however, I only applied CID because we mainly use it in operations, but it can apply for other divisions too.

Many thanks for your suggestion.

I am all about self-learning and the ability for people to enhance their roleplay with additional packages as such.

I love the idea of the CCTV and the use we can have within RP. I will liaise with CID Command primarily and also filter down to other division commands.

I will accept this suggestion although there is no ETA on the arrival for any packages.
