Suggestion Title: Car Tracker for CID

CID could place a BAIT CAR with a tracker script/system inside it and put a message out in chat or TWT saying something like "CID are helping prevent car crime in the area with our tech!" and a civ can steal the car and let unmarked and plain clothes cid intercept or shut off the car manually and arrest the driver.

Either A. Shutting off the car with a kill switch allowing them to get the driver

OR

B. Trying to get RTPC involved in the op and boxing the car. (If it FTS's and gets too dangerous its ok to abort as they have a tracker on the car.

Thank you for your suggestion, unfortunately a bait car would fall under the realms of entrapment and is illegal for police to do.

We currently track vehicles of interest using ANPR pings, once we have the VRN.

On this basis I will be DECLINING this suggestion.
