Suggestion Title: Custody Booking - Procedure Change

Change how the Custody Booking system works to something more realistic. I feel like it would work better as this is how it works irl from my source of information. Image below for reference.

Also, back when I have been in CID, Custody was so much fun. Making it more realistic, will make it be enjoyed even more. Well I would say so

Hi, thanks for your suggestion, unfortunately this addition would make the custody process even longer than it currently is, something that we had to cut down on earlier this year in favour of keeping players on patrol. I'm also not a fan of asking questions about suicide or self harm, as you know mental health is something largely avoided across PMP, we are not looking to introduce it here. I appreciate the real life value here, however the trade-off with time simply isn't worth it.

Therefore this will be declined
