I think rural should be allowed Quads

To add - I can see motorbikes got rejected. All rural forces in the uk use either quads/bikes or both. I think this is a must for a RP server that wants realism

With the introduction of Buggies we no longer feel this aligns with how our current desires for the division. While it is something we would like to see, its not something we wish to dilute the list of stuff developers have to do
