As Pipe has said, the above picture is a uniform from the City of London Police, to which a similar uniform already exists in our CoLP DLC pack (which pipe has also kindly linked)
With uniforms, we try and keep them as close to the met uniforms as possible, and the metropolitan police wear white shirts for their uniforms. at this current time, we have no intention of adding a black shirt uniform to ERT
