Suggestion Title: Toxic cordon (HART/FRU)

Division: NHS/LAS

Hello my suggestion is for a contaminated area cordon like AFO's where it goes red but instead it will have a toxic sign in the middle instead of a gun. It will also if units that do not have the role of HART or FRU will sustain a seizure and blocked airway after around 15 to 20 seconds.

Very thoughtful suggestion. HART and LFB are both in agreement it would be desireable. Moved to pending dev.
