Declined Open up RTPC applications

Every time someone has an FTS at least half of more RTPC go to it and it leaves not much for other FTS.

RTPC Applications open up when the Command Team is in need of new officers and wishes to intake more. They do not open at the request of anyone else. Applications will come out in the #open-applications channel so please keep your eyes there and when the time comes they will open.
