I think it would be a nice idea and a more realistic approach to it, if we decided to add the vehicle horn or a special vehicle horn that you can still use while having blue lights and sirens activates, as in real life they would still have access to this and widely use it to alert drivers to move out of the way if possible as well as alert drivers at a junction, etc. Here is an example of it being used:

(Content is not mine it is by DoubleDoppler, but something similar to this or having the ability to at least use the horn the vehicle already has would be nice)
