Hello my suggestion is for something called smart cuffs I don't have a link but I have seen this multiple times on youtube videos. So with these cuffs you have to actually have the cuff prop out before cuffing someone and when cuffing someone you can choose if you want it to be back, front, loose, ect. I also believe that this will reduce random police being able to cuff people whilst your running away from them as a civ.
