IRL in the met, whenever an officer uses force, they have to fill out a use of force form and justify why they have used that force, such as using handcuffs, holding onto someone, or restraining. Any used force is recorded. In terms of making it realistic all divisions can have a use of force form so that they can justify their use of force. Obviously irl if you cant justify it then you can be crimially charged however this just to make the game more realistic.

this is a different type of paperwork.
 
So this is a game, not real life. We have to find a balance between fun and realism.
Having to fill out a form every time you even put your hand on your tazer would not only be really annoying and boring, but it would be near impossible to enforce.
There has to be a line between fun and realistic, and realistic and boring. This takes a massive step over the line away from fun, as it requires the players constantly tabbing out to fill out a form every few minutes.
It is realistic, however is not something that we will be looking into implementing.
