Suggestion Title: Medical System Suggestions

Hola! I have a few ideas for the medical system, unsure on if they are possible but worth a shot!

1. Instead of pushing medications straight away, you must insert either a IV or IO. (Potentially require an AP to use IOs?)
2. IV can fail and a IO must be utilised.
3. A Dog bite causes an injury, such as a Puncture Wound, or perhaps a Abrasion.
4. The ability to check the patients RR (Respiratory Rate) & SPO2% (Oxygen Saturation Levels), these are what we used to use with /me check vitals. The civ would tell us the HR, RR, SPO2% & BP so i think it would be good to bring back.

+1 I believe they are working on SPO2 and RR rates which would be cool but I also believe that most people on trained on theres rates and may need to be added as a training package
